Athletic Field Permits more
There are 125 sites in the City of Norfolk that can be rented out by residents and non-residents for baseball, softball, soccer, football, field hockey, rugby, lacrosse and cross country.

Spring & Summer Permit Season (February 15 – August 31)
First business day in January – Permit applications submitted for spring and summer seasons only. Note: Permits will not be accepted on Saturdays or by fax.

Fall & Winter Permit Season (September 1 – December 15)
First business day in July - Permit applications submitted for fall and winter seasons only. Note: Permits will not be accepted on Saturdays or by fax.

Applicant must provide a completed Facility Use Application and application fee. Accepted forms of payment include checks or money orders made out to Norfolk City Treasurer. A minimum 14-day notice is required for all permits. Full payment is due immediately following approval of use before permit will be issued. Permits are non-refundable. Failure to use the dates you actually submit will be grounds for cancellation of your permit and may result in possible restrictions on any further permits.

Beach Rentals more

Areas of Norfolk's beaches are available for rent at the following City-owned beaches:

  • Community Beach
  • Ocean View Beach
  • Sarah Constant Beach

Applicants are required to complete a Facility Use Application. Cost varies depending on number of people:

If more than 200 people will attend, a permit must be obtained through the City of Norfolk's Special Events Office.

Beach ceremonies are limited to 30 minutes or less.

No hard structures are to be placed on the beach such as tents, canopies or huppahs (anything that must be dug into the sand).

Quick set up items like folded chairs, runners and free standing podiums are allowed as long as they can be placed down immediately and removed immediately after the ceremony.

No open flames allowed.
No grilling permitted on the beach. Events may not interfere with Lifeguard Surveillance or Public Safety Operations.
Music and amplified sounds must remain at acceptable levels.
Open alcohol containers are illegal on Norfolk Beaches.
Clean up is required

Picnic Shelter Rentals more
There are five (5) major parks in the City of Norfolk -- Barraud, Lafayette, Lakewood, Northside Parks and Poplar Halls (may require rental of port-a-potties) -- in which picnic shelters can be rented out by residents and non-residents.

Rentals are available May 1 through October 31. Please note that Lakewook can only be rented from 2:00 pm - 7:00 pm during the months of September and October. Reservations can be made no earlier than January 1 of the same year. The applicant must provide a completed Facility Use Application and additional forms and full payment. Fees are non-refundable. Reservations must be made at least 14 days prior to the date of the event. Accepted forms of payment include checks or money orders made out to Norfolk City Treasurer.

Other Special Events more
For use of Festival Parks (Ocean View Beach Park and Town Point Park -- open to public events only; no private use), Community Parks for large events (reunions or non-athletic events with expected attendance +200) and special events taking place on Public Streets & Right-Of-Ways,contact the Special Events office for information on obtaining a special events permit

Event Equipment & Logistics more
“The Special Events operations team provides logistical support for many City-wide events and rents equipment such as tents, tables, chairs and the City’s Showmobile.

Please visit the City of Norfolk Special Events webpage for more information on rentals and equipment.”

Facility Rental more
Several Norfolk recreation facilities have rooms available for public rental.  Applicant is required to complete a Facility Use Application to desired rental facility, including a $25 application fee made payable to Norfolk City Treasurer.

Applications must be received 14 business days prior to rental date.

An incomplete application will not be accepted.

Multi-purpose rooms are rented at the rate of $50/hour.  Gyms are rented at the rate of $75/hour.  Rentals must be within normal operating hours.

Alcohol is not permitted on city property.  For additional information, contact facility you choose to rent.
