Site Plan Review
The Department of Planning and Community Development is responsible for site plan review and for distributing site plans to additional departments for review. The Department of Public Works Division of Environmental Storm Water Management reviews stormwater management issues, including storm water BMP requirements.
Site plans must be submitted to the Department of Planning and Community Development for approval. Planning distributes site plans to the Department of Public Works Division of Environmental Storm Water Management for review of stormwater-related issues, such as water quantity and quality calculations and stormwater management facility design.

Declaration of Covenants For Storm and Surface Water Facility
And System Maintenance
Due to State and Federal requirements the City of Norfolk is authorized and
required to regulate and control the disposition of storm and surface waters
within the City of Norfolk.
One of the documents listed below is required by the City of Norfolk for most
construction projects within the City. This includes new, retrofit and renovation projects. When the property is sold these signed covenants convey to the new property owners.
Documents may be submited electronically via e-mail or printed and mailed to the Division at 2233 McKann Avenue, Norfolk VA 23509.
