ACTION OF THE COUNCIL

 

TUESDAY, JANUARY 27, 2009 – 7:00 P.M.

 

Prayer offered by Father Harold J. Cobb, Jr., Rector, Grace Episcopal Church, followed by the Pledge of Allegiance led by Girl Scout Troop 697.

 

President Fraim moved to dispense with the reading of the minutes of the previous meeting.

CERTIFICATION OF CLOSED MEETING

 

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced in writing and read by its title.

 

ACTION:   The Resolution as introduced was adopted, effective January 27, 2009.

CEREMONIAL MATTER

 

Ann Fitzgibbons, chair of Girl Scout Troop 697, thanked Council for giving Troop 697 an opportunity to lead the pledge.    Seven scouts from the troop presented Council with Girl Scout cookies.

 

PUBLIC HEARINGS

 

PH-1                              PUBLIC HEARING scheduled this day pursuant to action of the Council on November 18, 2008, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the conveyance of eight residential GEM lots located in the Park Place neighborhood to Norfolk Redevelopment and Housing Authority.

                            

                   Rodney Jordan, 304 W. 36th Street, and Alton Robinson, 735 W. 35th Street, expressed concern about certain aspects of the criteria for GEM lots that may not be in the best interest of the Park Place neighborhood.  Both gentlemen asked Council to continue this matter to give the neighborhood an opportunity to work in partnership with the Norfolk Redevelopment and Housing Authority.

 

ACTION:   Public hearing closed.  Matter continued generally.

PH-2                              PUBLIC HEARING scheduled this day pursuant to action of the Council on January 13, 2009, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on approving a lease agreement between the City and SunTrust Bank for property located at 200 Boush Street.

 

                   No one was present to speak concerning this matter.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance approving a lease of certain property owned by the City of Norfolk, located on the first floor of the building located at 200 Boush Street, totaling approximately 7,140 square feet, for a period from March 1, 2009 through February 28, 2013 upon certain conditions, and authorizing the City Manager to negotiate and execute a lease agreement on behalf of the City,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective February 27, 2009.

                                      Thereupon, an Ordinance entitled, “An Ordinance approving a lease agreement with Crown Castle GT Company LLC, for a parcel of land at 422 Government Avenue, located in the City of Norfolk,” was introduced in writing and read by its title.

                   No one was present to speak concerning this matter.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance approving a lease agreement with Alltel Communications, Inc., for a parcel of land at 8400 Tidewater Drive, located in the City of Norfolk,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective February 27, 2009.

PH-5                              PUBLIC HEARING scheduled this day pursuant to action of the Council on January 13, 2009, under the State law, public notice having been inserted in the local press by the City Clerk on the Approval of a lease agreement to allow Festevents to occupy several city properties at 232 East Main Street, 120 W. Main Street and 123 Granby Street.

 

                   No one was present to speak concerning this matter.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance approving a lease agreement with Festevents, Inc., for office space at 232 East Main Street from March 1, 2009 through June 30, 2009 and at 120 W. Main Street and 123 Granby Street from March 1, 2009 through February 28, 2014,” was introduced in writing and read by its title.

Brambleton Avenue.

                                      Thereupon, an Ordinance entitled, “An Ordinance approving an agreement for the lease of city-owned Scope Arena, to Norfolk Hockey, LLC for playing hockey in the American Hockey League and appropriating certain monies pursuant to the agreement,” was introduced in writing and read by its title.

  1. Joyce White, 1522 Selden Avenue, and Emma Webster, 3913 Rainbow Drive, Virginia Beach, expressed concern that permanent part-time employees receive full retirement benefits.

 

  1. Jane Bethel, 5632 Brandon Boulevard, Virginia Beach, addressed concerns about salary and benefits for city employees, including retirees.

 

  1. Danny Lee Ginn, 3844 Dare Circle, spoke concerning city management issues.

 

  1. Dan Montague, 4605 Krick Street, spoke concerning SPSA and off-track betting.  

 

  1. Alton Robinson, 735 W. 35th Street, president of Park Place Civic League, commented about residents of the Park Place neighborhood.
