CONSENT AGENDA

 

C-1                                 Letter from the City Manager requesting a public hearing be scheduled to hear comments to approve the sale of property located near Lake Lawson to the City of Virginia Beach.

 

ACTION:   City Clerk authorized to advertise for a public hearing on March 10, 2009.

R-1                       Letter from the City Manager and the following two Ordinances:

 

An Ordinance entitled, “An Ordinance granting a Special Exception to permit the operation of an eating and drinking establishment on property located at 3201 East Ocean View Avenue, #1,” was introduced in writing and read by its title.

 

Jorge Romero, the applicant, 3201 East Ocean View Avenue and Todd Lovelace, the property owner, 2704 Sandy Valley Road, Virginia Beach, were present to answer questions.

 

ACTION:   The Ordinance as introduced was adopted, effective February 24, 2009.

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting and appropriating the sum of $204,480 from the Assistance to Firefighters Grant Funds of the Federal Emergency Management Agency and local match in the amount of $51,120 to fund the purchase of equipment for Norfolk Fire-Rescue,” was introduced in writing and read by its title.

Ellis James, 2021 Kenlake Place, expressed concern about environmental issues.

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving an agreement between the Commonwealth of Virginia, Department of Transportation and the City of Norfolk, for the design, construction, operation and maintenance for that certain project known as Military Highway/Virginia Beach Boulevard Signal Improvements Project, and appropriating and authorizing the expenditure of funds for said project in the amount of $100,000.00, subject to and in accordance with the terms and conditions of said agreement,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective February 24, 2009.

R-8                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving an agreement between the Commonwealth of Virginia, Department of Transportation, and the City of Norfolk, for the adjustment of water and sanitary sewer facilities for that certain project known as Hampton Boulevard Grade Separation Project, and appropriating and authorizing the expenditure of funds for said project in the amount of $117,801.47, subject to and in accordance with the terms and conditions of said agreement,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective February 24, 2009.

R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting a donation of $400,000 from the Norfolk Botanical Garden Society, Inc. for funding of a construction project along the Botanical Garden Property Entrance Road and appropriating the donated funds under the terms and conditions of an agreement between the City and the Norfolk Botanical Garden Society, Inc. regarding the Entrance Road Project,” was introduced in writing and read by its title.

NEW BUSINESS

 

 

1.  Stephen Poole, 8121 Branchwood Ct., asked Council to the amend Section 26-3 to allow lawn cutting to began at 8 a.m. to 9 p.m. on weekends.  

 

2.  Merle Rutledge, 926 Wolcott Avenue, spoke about selective enforcement by the police department.

 

3.           Danny Lee Ginn, 3844 Dare Circle, spoke concerning good government and management issues.

 

4.           Glen Jones, 2501 Kenon Avenue, spoke concerning the positive change in city government policies.

                    

5.  Daniel Montague, 4607 Krick Street, spoke concerning the sound system in Chrysler Hall.

 

6.  Alpheus Glenn, 8430 Tidewater Drive, #107, spoke concerning being denied food stamps because of drug charges.
