Norfolk City Council Meeting NORFOLK, VIRGINIA ACTION OF THE COUNCIL TUESDAY, MARCH 4, 2008 – 7:00 P.M. Prayer offered by Rabbi

Fraim moved to dispense with the reading of the minutes of the previous

OF CLOSED MEETING
A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced in writing and read by its title. The
Resolution as introduced was adopted,

Whibley, Williams, Winn, Wright and Fraim. No: None. PUBLIC HEARING PH-1 PUBLIC HEARING scheduled this day under
the State law, public notice having been inserted in the local press by the City
Clerk to hear comments on the Master Development Agreement to be
entered into with SLNWC Investment Company, LLC, and the Norfolk Redevelopment
and Housing Authority for the development and construction of parking garages
and related improvements under the Master Development Agreement (Passed by at the meeting of
February 26, 2008) . Alan Nusbaum, 6004 South River Road, and Tom Johnson, 212 Colonial
Avenue, were present on behalf of this matter. Mr. Nusbaum thanked Council and staff for working with him on this
project. Thereupon, an
Ordinance entitled, “An Ordinance approving the Master Development Agreement to
be entered into with SLNWC Investment
Company, LLC, and the Norfolk Redevelopment and Housing Authority
(“NRHA”), authorizing the conveyance of the property that is the subject of the
Master Development Agreement to NRHA, authorizing the Cooperation Agreement
between the City and NRHA, authorizing the expenditure of up to $51,013,000.00,
and appropriating and authorizing an issuance of bonds and an expenditure in
the amount of $7,800,000.00 for the development and construction of the parking
garages and related improvements under the Master Development Agreement,” was introduced in writing and read by its title.

from the City Manager requesting a public hearing be scheduled to hear comments

City Manager and an Ordinance entitled, “An Ordinance approving an
amendment to the lease between the City
of Norfolk and Granby Street Properties, L.L.C. for certain premises known
as Suite 604, in the Tazewell Building at 100 Brooke Avenue, SO AS TO extend the term to December
31, 2011,” was introduced in writing and read by its title. ACTION: The Ordinance as introduced was adopted, effective March 4, 2008. Yes: Burfoot,

City Manager and an Ordinance entitled, “An Ordinance accepting a
Training Mini-Grant Award of $10,000 from the Virginia Department of Fire Programs and appropriating and
authorizing the expenditure of the grant funds for swift water rescue training
and the purchase of equipment for the Department of Fire-Rescue,” was

City Manager and an Ordinance entitled, “An Ordinance to amend and

completed within three years after the assessor approves the application and to
provide that this section shall expire on June 30, 2009,” was introduced in
