ACTION OF THE COUNCIL

 

TUESDAY, MARCH 4, 2008 – 7:00 P.M.

 

                   Prayer offered by Rabbi Arthur Ruberg, Congregation Beth El, followed by the Pledge of Allegiance.

            

President Fraim moved to dispense with the reading of the minutes of the previous meeting.

CERTIFICATION OF CLOSED MEETING

 

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced in writing and read by its title.

 

                  The Resolution as introduced was adopted, effective March 4, 2008.

PUBLIC HEARING

                                                               

PH-1                                                   PUBLIC HEARING scheduled this day under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the Master Development Agreement to be entered into with SLNWC Investment Company, LLC, and the Norfolk Redevelopment and Housing Authority for the development and construction of parking garages and related improvements under the Master Development Agreement

(Passed by at the meeting of February 26, 2008)               .

Alan Nusbaum, 6004 South River Road, and Tom Johnson, 212 Colonial Avenue, were present on behalf of this matter.

 

Mr. Nusbaum thanked Council and staff for working with him on this project.

 

Thereupon, an Ordinance entitled, “An Ordinance approving the Master Development Agreement to be entered into with SLNWC Investment  Company, LLC, and the Norfolk Redevelopment and Housing Authority (“NRHA”), authorizing the conveyance of the property that is the subject of the Master Development Agreement to NRHA, authorizing the Cooperation Agreement between the City and NRHA, authorizing the expenditure of up to $51,013,000.00, and appropriating and authorizing an issuance of bonds and an expenditure in the amount of $7,800,000.00 for the development and construction of the parking garages and related improvements under the Master Development Agreement,” was introduced in writing and read by its title.

 

ACTION:   The Ordinance as introduced was adopted, effective March 4, 2008.

NEW BUSINESS

 

1.      Deborah Kayatani, 2059 Whisperwood Glen Lane, Reston, VA, founder of GKnot, Foundation, spoke about building kid-safe communities.

 

2.      Daniel Montague, 4605 Krick Street, repeated his request for a swimming pool at the Sherwood Forest Recreation Center.

 

3.      The following persons spoke concerning issues in Denby Park:  Billy Davis, 411 San Antonio Boulevard; Rebecca Luce, 209 San Antonio Boulevard; and Elizabeth Quinn, 409 San Antonio Boulevard.

 

4.      Cheryl Larrabee, 170 W. Balview Avenue, spoke concerning the lack of media coverage relative to violence in the City of Norfolk.

 

5.      Alton Robinson, 735 W. 35th Street, addressed community issues and suggested proper training of police officers.

 

6.      Danny Lee Ginn, 3844 Dare Circle, commented about city government.

 

7.      The following persons spoke concerning the police incident which resulted in the shooting death of James Gucci Dennis:  James L. Rivers, Norfolk Branch President of the NAACP, 1131 Georgetown Road, A-204; John Wesley Hill, 2906 Mapleton Avenue; James and Sharon Gorham, parents of James Gucci Dennis, 4701 Camellia Drive, Suffolk; Michael Dennis, 4701 Camellia Drive, Suffolk; Pastor Joe Flores, 701 Bolero Court, Virginia Beach, suggested Council hold hearings on race and police violence; Kim Clark, 1304 MacDonald Road, Chesapeake; Beverly Felton-Lundy, 3069 Fireside Road, Chesapeake; and Patricia Beck, 2507 Middle Avenue.
