PUBLIC HEARINGS

 

PH-1                              JOINT PUBLIC HEARING with the CITY PLANNING COMMISSION AND NORFOLK REDEVELOPMENT AND HOUSING AUTHORITY, scheduled this day pursuant to action of the Council on March 3, 2009, under the State law, public notice having been inserted in the local press on the application of the City Planning Commission to amend the General Plan of Norfolk, 1992, to create the Urban Residential District and to change the zoning on property located at 3rd Bay Street to 7th Bay Street from R-12 (Multiple Family Residential) and IN-1  (Institutional) to OSP (Open Space Preservation).

ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED BY ONE MOTION IN THE FORM LISTED.  THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS. C-1                                 Letter from the City Manager presenting recommendation of the City Planning Commission on the application of the CITY PLANNING COMMISSION to amend the General Plan of Norfolk, 1992, to (1) delete the Downtown Neighborhood Plan and the Plan for Downtown Norfolk 2010 and adopt the Plan for Downtown Norfolk 2020, and (2) amend the future land use map for the area addressed by the Plan for Downtown Norfolk 2020 from Commercial/Office, Mixed Use, Medium Density Residential, High Density Residential, and Educational Recreational, Cultural, Open Space, and Environmentally Sensitive designation to a Mixed Use designation.

 

Recommended Action: Authorize City Clerk to advertise for a public hearing on April 14, 2009.

 

C-2                                 Letter from the City Manager presenting recommendation of the City Planning Commission on the application of Thomas and Mary Ann Fiano to close, vacate and discontinue a portion of Muskogee Avenue.

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving an Agreement between the City of Norfolk and Friends of the Pagoda and Oriental Garden Foundation relative to the use of certain property located at the Pagoda Friendship Park,” will be introduced in writing and read by its title.

 

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving the acceptance of a Juvenile Justice and Delinquency Prevention Act Title V Grant Award of $68,216.00 from the Department of Criminal Justice Services for the Delinquency Prevention Program to prevent truancy, appropriating and authorizing expenditure of the $45,477.00 for the program and authorizing acceptance of $22,739.00 from the Norfolk Court Services Unit as a local in-kind match for program personnel salaries, costs, space, equipment and supplies for the program,” will be introduced in writing and read by its title.

 

R-6                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance to amend and reordain Chapter 29 of the Norfolk City Code, 1979, SO AS TO amend its parade and assembly provisions,” will be introduced in writing and read by its title.

 

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance revoking encroachment granted to the Jefferson Hotel Corporation into the right of way at 232 West Bute Street, by Ordinance No. 40,430, adopted by City Council on July 31, 2001,” will be introduced in writing and read by its title.

 

R-8                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting the dedication of a utility easement by Steven L. Ramirez and Theresa L. Ramirez, and approving the terms of the Deed of Easement,” will be introduced in writing and read by its title.

 

R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance revoking portions of an encroachment granted to Saint Paul Development Group, its successors and assigns, at 125 St. Paul’s Boulevard, by Ordinance No. 33,247, adopted by City Council on December 18, 1984, regarding landscaping at two locations along St. Paul’s Boulevard and Plume Street,” will be introduced in writing and read by its title.

 

R-10                               Letter from the City Manager and an Ordinance entitled, “An Ordinance authorizing the assurance of payment on approximately $8,600,000 of SPSA’s line of credit and expressing support for an increase in SPSA’s tip fee to $170 per ton,” will be introduced in writing and read by its title.
