proclamation proclaiming April 2008, Child Abuse Prevention Month in the City
of Norfolk. Alfred Stewart and Jan Callaghan accepted the proclamation. CONSENT AGENDA C-1 Letter
from the City Manager requesting a public hearing be scheduled to hear comments
to approve a lease agreement between the City and Aeran Enterprises, LLC,

City Manager and a Resolution entitled, “A Resolution requesting that the Virginia Department of Transportation
(VDOT) establish a project for the reimbursement of advanced local funds
for the construction of the Norfolk Light Rail project from anticipated annual
urban allocations in accordance with Section 33.1-23.3B of the Code of
Virginia, 1950, as amended, and Commonwealth Transportation Board Policy, and
authorizing the City Manager to negotiate a Two-Party Agreement with the
Virginia Department of Transportation for the reimbursement,” was introduced in
