action of the Council on May 6, 2008, under the State law, public notice having
been inserted in the local press by the City Clerk on the application of Norfolk Redevelopment and
Housing Authority to amend The General Plan, 1992, from High Density
Residential to Institutional and to change the zoning from R-8 (One-Family) and
R-15 (High Density Multiple-Family) District to IN-1 (Institutional) District
and for a Special Exception to permit a reduction in off-street parking
