PUBLIC HEARINGS

                                                               

PH-1                                                   PUBLIC HEARING scheduled this day pursuant to action of the Council on May 6, 2008, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Norfolk Redevelopment and Housing Authority to amend The General Plan, 1992, from High Density Residential to Institutional and to change the zoning from R-8 (One-Family) and R-15 (High Density Multiple-Family) District to IN-1 (Institutional) District and for a Special Exception to permit a reduction in off-street parking requirements for housing for the elderly on property located at 1220 38th Street.  

 

                   The following persons were present on behalf of this matter but did not speak:  Steve Morales of NRHA; Florence Webb, 911 N. Studebaker Road, Long Beach, CA; George Compo, 1301 Laurel Crescent; and Tom Morrisette, 249 W. Freemason Street.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance to amend the General Plan of Norfolk, 1992, SO AS TO change the land use designation for properties located at 1220 38th Street and 1228 West 39th Street from High Density Residential to Institutional,” was introduced in writing and read by its title.

                   

ACTION:   The Ordinance as introduced was adopted, effective June 3, 2008.

ACTION:   The Ordinance as introduced was adopted, effective June 3, 2008.

PH-2                                                   PUBLIC HEARING scheduled this day pursuant to action of the Council on May 13, 2008, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the issuance of Series 2008C General Obligation Bonds.

 

                   No one was present to speak on behalf of this matter.

 

                                      Thereupon, an Ordinance entitled, “An Ordinance authorizing the issuance and sale by the City of Norfolk, Virginia of up to $165,000,000 in General Obligation Capital Improvement Bonds, was introduced in writing and read by its title.

                   

ACTION:   The Ordinance as introduced was adopted, effective June 3, 2008.

The following persons asked Council to reconsider the condominium project at Cornick and Kempsville Road: Charla Baucom, 1188 Kempsville Road; Tommy Clark, 1412 Dure Road; Nancy Haskett, 1406 Dure Road; Fred Patterson, 5711 Cornick Road; Paul Bittigar. 1447 Kempsville Road; Randy Lassiter, 6037 Frament Avenue; Jill McGrath, 1401 Mary Avenue; Sandra Bittigar, 1447 Kempsville Road; Roger Haskett, 1406 Dure Road; Ellen Proefrock, 5733 Cornick Road; Harry Frizzell, 1429 Kempsville Road; Richard Rutyna, 1228 Lowery Court; and Edward Givens, 4424 Chandler Lane, Virginia Beach, and owner of 5727 Cornick Road.

 

R-9                                 A Resolution entitled, “A Resolution to further evaluate the impact of the May 13, 2008 rezoning of the property commonly known as the Whitley Estate in the neighborhood near the intersection of Cornick and Kempsville Road.”

  1. Eleanor Bradshaw, 600 Pembroke Avenue, encouraged Council and citizens to purchase Mermaid license plates.

 

  1. Morland Trombley, 669 Oleander Circle, Virginia Beach, asked Council to increase taxicab rates by thirty-five cents and to impose a surcharge at the airport.

 

  1. Mary Simpson Jones, 7505 Paulin Court, suggested Council consider reducing parking fees for Norfolk residents who park in City of Norfolk garages when attending events.

 

  1. Danny Lee Ginn, 3844 Dare Circle, spoke concerning city government.
