Mayor Fraim read a proclamation proclaiming the month of October as National Arts and Humanities Month.  The proclamation was received by Anne Meeks of  Cultural Alliance of Hampton Roads.

 

PUBLIC HEARINGS

 

PH-1                              PUBLIC HEARING scheduled this day pursuant to action of the Council on September 15, 2009, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Cornick Place Condos to amend the conditions of a previously granted change of zoning on property located at 5702 Cornick Road and 1405 Dure Road.

 

ACTION:   Continued until November 3, 2009.

Attorney Ryan Jones, 325 Volvo Parkway, Chesapeake, was present to answer questions.

 

                   Thereupon, an Ordinance entitled, “An Ordinance closing, vacating and discontinuing a portion of Phelps Avenue, extending from the western line of Poppleton Street westward two hundred feet, including the right of way returns, and authorizing the conveyance to the abutting property owners of any interest the city may have in the underlying fee of said portion of Phelps Avenue, contingent upon the satisfaction of certain conditions,” was introduced in writing and read by its title.

NEW BUSINESS

 

1.      Dawn Price, 1367 Kingston Avenue, told how her son was seriously injured after being assaulted at a school bus stop.  She expressed concern that the police are not taking any action, and she is fearful for the other son who is also being threatened.

 

2.      Daniel Montague, 4605 Krick Street, commented about flood zones in Norfolk and questioned the effect flooding will have on light rail.

 

3.      Douglas Clemons, 2630 Chesterfield  Boulevard, asked for the city’s assistance in revitalizion of the Elizabeth River waterfront in Chesterfield Heights.  The waterfront is continuing to erode, and the road is beginning to cave in.

 

4.      Danny Lee Ginn, 3844 Dare Circle, commented about how Councilmembers Winn and Whibley successfully communicated to residents about a matter on the agenda at the last meeting.

 

5.      Ellis W. James, 2021 Kenlake Place, suggested the City send a clear signal to taxpayers in terms of where the city intends to go with respect to sustainability.

 

6.      Doris Davis, accompanied by other residents of the Diggs Town community, expressed concern about the conduct of police officers and how they treat residents of that community with no respect.
