PUBLIC HEARINGS

 

PH-1                              Matter of a PUBLIC HEARING scheduled this day pursuant to action of the Council on September 22, 2009, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Tivest Homes to amend the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO create and implement the Mid-Towne Office Tower Overlay (MOTO) district and to change the zoning from C-2 (Corridor Commercial) to C-2 and Mid-Towne Office Tower Overlay District on property located at 930 East Virginia Beach Boulevard.

PH-2                              PUBLIC HEARING scheduled this day pursuant to action of the Council on October 13, 2009, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Reuben Trant to close, vacate and discontinue a portion of Radial Street beginning at the northern line of Buckingham Street running northwardly 105 feet, more or less.

                    

PH-3                              PUBLIC HEARING scheduled this day pursuant to action of the Council on October 13, 2009, under the State law, public notice having been inserted in the local press by the City Clerk on the application Carolyn E. Denton, to close, vacate and discontinue a portion of McLemore Street beginning at the eastern line of Grandy Avenue eastward to the western line of Cromwell  Road including the right-of way return.

C-1                                 Letter from the City Manager presenting recommendation of the City Planning Commission on the application of Old Dominion University (ODU) Real Estate Foundation to close, vacate and discontinue a portion of 43rd Street along its southern line at the southeast corner of its intersection with Monarch Way.

 

Recommended Action: Authorize City Clerk to advertise for a public hearing on November 17, 2009.

R-2                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting a Community Development Block Grant - Recovery (CDBG-R) award of $1,370,992 from the U.S. Department of Housing and Urban Development for activities in support of 2009 American Recovery and Reinvestment Act (AARA) Initiatives to address employment and economic development needs within the city and appropriating and authorizing the expenditure of the grant funds for rehabilitation and administration under the CDBG-R Program,” will be introduced in writing and read by its title.

 

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance to amend and reordain Section 42-52 of the Norfolk City Code, 1979, by adding the definition for the term “overhead catenary system,” and to amend and reordain Section 42-58 of the Norfolk City Code, 1979, SO AS TO permit the installation of an “overhead catenary system” in a district designed for underground wires,” will be introduced in writing and read by its title.

 

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance  permitting Fort Norfolk Plaza, LLC to encroach into City property located at Brambleton Avenue and Riverview Avenue at 301 Riverview Avenue with plantings and an irrigation system,” will be introduced in writing and read by its title.

 

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting an Energy Efficiency and Conservation Block Grant (EECBG) award of $2,451,100 from the U.S. Department of Energy Golden Field Office made available under the 2009 American Recovery and Reinvestment Act (AARA) for energy efficiency improvements and the implementation of strategies that reduce negative impact on the environment and appropriating and authorizing the expenditure of the grant funds for energy efficiency and conservation activities under the EECBG Program ,” will be introduced in writing and read by its title.

 

R-6                                                       Letter from the City Manager and an Ordinance entitled, “An Ordinance  accepting $160,000 in U.S.D.A. Program reimbursement funding for the Fiscal Year beginning July1, 2009 and ending June 30, 2010, from the Virginia Department of Juvenile Justice for the U.S.D.A. School Nutrition Breakfast, Lunch and Special Milk Program for the food service operation at the Norfolk Juvenile Detention Center and appropriating and authorizing the expenditure of the funds for the program at the Juvenile Detention Center,” will be introduced in writing and read by its title.

 

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving an Institutional Development Plan on property located on the southwest corner of Raleigh Avenue and Colley Avenue,” will be introduced in writing and read by its title.

 

R-8                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting an Edward Byrne Memorial Justice Assistance Grant (JAG) award of $1,440,096 from the U.S. Department of Justice – Office of Justice Programs made available under the 2009 American Recovery and Reinvestment Act (AARA) and appropriating and authorizing the expenditure of the grant funds and up to $38,700 in interest earnings for hiring personnel and purchasing equipment in support of existing city programs under the JAG Program,” will be introduced in writing and read by its title.

                                                               

R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance granting an exemption from real estate taxes for real property of Christian Fellowship, Inc.,” will be introduced in writing and read by its title.

 

R-10                               Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to operate an Entertainment Establishment on property located at 4600 Village Avenue,” will be introduced in writing and read by its title.
