PUBLIC HEARINGS

 

PH-1                              PUBLIC HEARING scheduled this day under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the Land Disposition and Development Contract (“LDDC”) to be entered into with Tivest Development, LLC, and the Economic Development Authority of the City of Norfolk (“EDA”), and the Cooperation Agreement to be entered into with the EDA, and authorizing the expenditure of up to $990,000.00 for the public improvements provided for the LDDC and for the expenditures under the Cooperation Agreement.

Recommended Action: Authorize City Clerk to advertise for a public hearing on December 16, 2008.

 

C-2                                 Letter from the City Manager recommending a public hearing be held to hear comments on Norfolk Apostolic Church tax exempt request for 5301 Kennebeck Avenue, a vacant parcel of land.

 

Recommended Action: Authorize City Clerk to advertise for a public hearing on December 16, 2008.

 

C-3                                 Letter from the City Manager advising in accordance with Chapters 33.1-40 and 33.1-41 of the Norfolk City Code, of emergency/sole source procurement for the month of October, 2008.

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting a federal grant of up to $183,446.00 managed through the Commonwealth of Virginia, Department of Education, to assist with funding for the City’s Afterschool Program at Lake Taylor Middle School and appropriating and authorizing the expenditure of the funds,” will be introduced in writing and read by its title.

 

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance revoking permission to the Jamestown at Freemason Harbour Condominium Association to encroach into the right-of-way of York Street for the purpose of providing automobile parking for the occupants of 429 York Street in accordance with the terms and conditions of the Encroachment Agreement approved by Ordinance No. 42,813, adopted by City Council on August 28, 2007,” will be introduced in writing and read by its title.

 

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to permit the construction of six or more dwelling units on property located at 601 and 619 Dudley Avenue,” will be introduced in writing and read by its title.

 

R-6                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance permitting Woodmasters, Inc. to encroach into the rights of way of 14th Bay Street near the southwest corner of 3401 East Ocean View Avenue with a storm drain manhole and 50 feet, more or less, of 15” RCP storm drain pipe,” will be introduced in writing and read by its title.

 

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to permit the sale of beer and wine for off-premises consumption on property located at 8166 Shore Drive,” will be introduced in writing and read by its title.

 

R-8                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance to amend and reordain Sections 6.1-79 and 25.2-32 of the Norfolk City Code, 1979, SO AS TO regulate animals, including leashed dogs and domestic animals, on those city fields surrounding and adjacent to school buildings,” will be introduced in writing and read by its title.

 

 

R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting a grant award in the amount of $95,304.00 from the Bureau of Justice Assistance (BJA), appropriating and authorizing the expenditure of the funds for the program and the accrued interest estimated at $9,000.00 for the Justice Assistance Grant Program to purchase equipment and to pay police officers overtime for crime prevention activities,” will be introduced in writing and read by its title.
