and Development Contract (“LDDC”) to be entered into with Tivest Development,
LLC, and the Economic Development Authority of the City of Norfolk (“EDA”), and
the Cooperation Agreement to be entered into with the EDA, and authorizing the
expenditure of up to $990,000.00 for the public improvements provided for the

25-649, 25-652, 25-654 and 25-660 of the Norfolk City Code, 1979, SO AS TO amend one intersection at
which right turn on red prohibited, and to add one right turn prohibited at
certain intersections, ten intersections at which right turn on red prohibited,
three one way streets, three stop intersections and one automatic traffic
