INVITATION TO BID
SANITARY SEWER INSTALLATION
7361 CHEVY CIRCLE
FOUR-INCH (4") TAP & LATERAL
BID DATE - 3:00 PM, JANUARY 4,
2007
Qualified contractors are invited to bid on a
General Contract for the sewer installation to serve the above
referenced site. The work includes furnishing all necessary equipment,
materials, labor, and permanent right of way restoration for the
installation of a 4"sanitary sewer tap and lateral at 7361 Chevy
Circle.
The project is to be completed within ten (10)
calendar days from the date of the Notice to Proceed. A formal Notice
to Proceed will be determined by the Department of Utilities upon
execution of the contract.
The Department of Utilities will receive bids
until 3:00 PM Local Time on JANUARY 4, 2007, at the Department of
Utilities, 400 Granby Street, 2nd Floor, Norfolk, Virginia. Bids
received after this time will not be accepted. Bids will be opened
publicly and read aloud immediately after the specified closing time.
All interested parties are invited to attend.
Bidding Documents may be examined at the
Department of Utilities, the local office of Builders & Contractors
Exchange (757-858-0680), and Virginia Minority Supplier Development
Council (757-823-4587). All bidders must receive original copies of
the bid documents directly from the Department of Utilities
(757-664-6701). No plan deposit is required for this project.
Bid Security in the amount of five (5) per cent
of the bid, for bids submitted of $5,000.00 or over, must accompany
each bid in accordance with the Instructions to Bidders.
The State Registration number must appear on the
envelope containing the bid whenever the bid amounts to $1,500 or
more.
All bids will be evaluated in accordance with
the City of Norfolk Procurement Procedures and the City reserves the
right to waive any informalities and to reject bids.
Withdrawal of bids will be in accordance with
the Norfolk City Code, Section 33.1-42. The decision to award will be
posted in a designated public area in accordance with Virginia Code
11-66(A).
It is the policy of the City of Norfolk to
facilitate the establishment, preservation, and strengthening of small
businesses and businesses owned by women and minorities and to
encourage their participation in the City’s procurement activities.
Toward that end, the City encourages these firms to compete and
encourages non-minority firms to provide for the participation of
small businesses and businesses owned by women and minorities through
partnerships, joint ventures, subcontracts, and other contractual
opportunities. Bidders (offerors) are asked, as part of their
submission, to describe any planned use of such businesses in
fulfilling this contract.
All Construction Contracts must comply with
Section 33, 1-58 of the Code of the City of Norfolk, VA 1979, as
amended, regarding Substance Abuse and Drug-Free Work Place policy for
City Construction Contracts.
