Design for Construction of Water Transmission Mains CITY OF NORFOLK – DEPARTMENT OF UTILITIES PROJECT: Design for Construction of Water Transmission Mains LOCATION: Norfolk , Virginia DATE: August 9, 2011 The City of Norfolk is requesting proposals to provide professional engineering and related services in connection with the designs for the construction of new Water Transmission mains. Proposed is a 42 inch water main that will extend from an eastern connection at or near Military Highway westward to the City of Norfolk 37 th Street Water Treatment Plant. The new transmission main will be located along or in the area of the Princess Anne Road corridor. Other multi-phased water transmission mains projects will be included in this RFP. Proposals will be accepted in the Director's Office, Department of Utilities, 400 Granby Street, 2 nd Floor, Norfolk, Virginia, 23510, until 3:00 PM, August 9, 2011. Firms desiring to be considered for this work must submit seven (7) copies of their proposal of not more than 25 pages showing evidence of their qualifications and experience to perform the required services. Offeror organized or authorized to transact business in the Commonwealth pursuant to Title 13.1 or Title 50 to include in its proposal the identification number issued to it by the State Corporation Commission. Any offeror that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include in its proposal a statement describing why the offeror is not required to be so authorized. It is the policy of the City of Norfolk to facilitate the establishment, preservation, and strengthening of small businesses and businesses owned by women and minorities and to encourage their participation in the City’s procurement activities. Toward that end, the City encourages these firms to compete and encourages non-minority firms to provide for the participation of small businesses and businesses owned by women and minorities through partnerships, joint ventures, subcontracts, and other contractual opportunities. Offeror’s are asked, as part of their submission, to describe any planned use of such businesses in fulfilling this contract. Should any addenda be necessary, copies will be sent only to those who are listed on the RFP Proposal list.
