Capital Improvement Program: Water
& Sewer
Through a Capital
Improvement Program (CIP), the Department of Utilities builds, maintains,
and
improves the City’s water and sewer systems.
These systems
include a vast network of pipes, pump stations, treatment plants,
and storage facilities. Since Norfolk is an older city, we’re
working on significant infrastructure improvements and must
continually prioritize the City’s
greatest needs.
For fiscal year 2008, which is July 1, 2007 through June 30, 2008, Norfolk's City Council approved approximately
$29,350,000 for water improvements which includes projects for
the 37th Street plant design and construction, dams and spillways
design and construction, and rehabilitation/replacement of raw water pipelines,
distribution mains, and transmission mains.
They also
approved approximately $23,587,000 for wastewater improvements which
includes projects for neighborhood sewer system upgrades and
replacements.
When prioritizing needed
projects, the City considers a number of factors including the
system’s age, current condition, and the number of reported
repairs or failures.
Through long range planning, the City
evaluates future needs.
However, specific CIP budgets and project
plans are adopted each year on a one-year appropriation basis.
The public plays an important role throughout the annual CIP process by
attending City work sessions and public input forums.
