Capital Improvement Projects

Through the City’s Capital Improvement Program (CIP) the Department of Utilities constructs new water and sewer infrastructure to replace or rehabilitate existing facilities that are inadequate. These essential assets include vast systems of raw water transmission, water treatment plants, drinking water transmission and distribution, and wastewater collection.

When prioritizing needed projects, the City considers several factors including the system's age, current condition, and the number of reported repairs or failures. Through long-range planning the City evaluates future needs. Project plans are adopted, and CIP budgets are appropriated every year.

The public plays an important role throughout the annual CIP process by attending City work sessions and public input forums. To discuss water and sewer CIP programs please contact the Department of Utilities at 757-664-6701.
