Parking Division Provides Post-COVID Transition Support

Programs provide reduced rates for restaurant and retail staff, employees with hybrid work schedules

NORFOLK, VA – Norfolk’s Parking Division continues to support restaurant, retail and other businesses with solutions that will help employees as they return to in-person work.

Effective July 1, the Parking Division will implement two temporary, six-month programs to assist retail and restaurant staff as well as employees returning to hybrid work schedules that combine remote and in-person work. 

First, the Top Deck program will expand to accommodate restaurant and retail staff variable shifts, with rates reduced to $40 per month for Bank, Boush or West Plume Street garages. This rate equates to about $2 per day.

Additionally, a temporary monthly “Flex Schedule” rate will allow customers with hybrid work schedules to purchase a monthly parking pass for up to 100 hours a month at a rate of 60 percent of the posted garage rate. This would range between $38.40 and $57.12 per month, depending on the garage. Parking times in excess of 100 hours will be billed at the posted hourly rate.

Two existing programs can also help returning employees. Monthly nightly rates are available from 3 p.m. to 3 a.m. in all garages EXCEPT Waterside, MacArthur, Scope, Bank and Charlotte. Additionally, evening rates of $3 from 6-9 p.m. and weekend rates of $5 from 9 p.m. to 3 a.m. are available in MacArthur and Waterside garages on Friday and Saturday evenings.

“These promoted rates will offer solutions to our business partners and will offer parking solutions which will facilitate the reopening access needs of our business partners,” said Ray Stoner, Assistant Parking Director. 

The rates do not apply to customers with long term agreements with the City.

Parking Customer Service Center is Open to the Public

The Parking Division’s Customer Service Center at 222 E. Main Street is open to the public. The new office hours are Monday through Friday from 8:30 a.m. to 4:30 p.m. Customers are permitted to enter the building two at a time and must wear a mask in accordance with health and safety guidelines to limit the spread of COVID-19. Parking continues to encourage residents to use the self-service portal ( This portal may also be accessed through Parking’s web page at; click the round “Parking” button and then click “Customer Self Service.”

The deadline to apply and display your Residential Zone Parking Permit decal is quickly approaching.  Residential Zone Parking Permit decals must be displayed in your vehicle no later than Tuesday June 1, 2021.  If you delay and do not display a valid decal, you will be subject to a citation.
