Purchase Residential Zone Parking Permits

Residential Zone Parking (RPP) are available to residents and commercial businesses located within the zoned residential districts of Norfolk. The boundaries of each RPP Zone can be viewed on this map (PDF).

Governing Issuance of Residential Parking Passes

The following ordinance and regulations shall govern the issuance of Residential and Commercial Parking Permits:

  • RPP decals are issued to residents or commercial businesses only providing their address is specifically defined in the City ordinance code as adopted or amended.

  • The maximum number registrants issued to a commercial business is one (1) decal per 350 square feet of office or floor shop space minus any off-street parking spaces. The number of registrants cannot exceed the number of employees at the location.

  • One complimentary Visitor Pass (to be placed on the dashboard) will be issued per household.

  • Additional Visitor’s Passes may be purchased in the customer service portal or at our Customer Service Center located at 222 East Main Street.

  • License plates are the identifier for a permanent pass.

  • Paper printed passes are the identifier for a Visitor pass.

Requesting a Residential Parking Pass

Norfolk, VA - Residential and Business Parking Permits applications for new or renewed parking permits for on-street parking in the right-of-way may be obtained from Parking’s self-service portal. This portal may also be accessed through Parking’s web page at www.norfolk.gov click the round “Parking” button and then click the “Customer Self Service” icon.

The process to register by providing your three forms of identification below has not changed.

  1. An uploaded copy of your rental lease or proof of home ownership.

  2. An uploaded copy of your valid vehicle registration.

  3. An uploaded copy of your driver’s license.

After staff review of your documentation you will receive confirmation that you are registered. The system sends automated updates via email so that you can be apprised of the progress of your application and be able to retain receipt information for your records.
