The City of Norfolk has published a Substantial Amendment to the FY 2020 (PY 2019) Annual Plan.  The 5-day public comment period begins March 29, 2021 and ends April 2, 2021.

Notice of Proposed Action: Riverside Station


The Franklin Johnston Group proposes to use funding from Virginia Housing (formerly Virginia Housing Development Authority or VHDA) programs to redevelop the site for multi-family housing. The project will also use HUD funding for Phase I, administered by Norfolk Redevelopment and Housing Authority (NRHA) as Project-Based Voucher (PBV) housing subsidies through the Housing Choice Voucher (HCV) program. The proposed apartment community would consist of approximately 236 mixed income units located within seven 3- and 4-story buildings that will include 1-, 2-, and 3-bedroom floor plans. The conceptual plan for the development also includes a pool, recreation center, and clubhouse. The project site is located along the Tide Light Rail line, operated by Hampton Roads Transit (HRT), approximately one-half mile from the Military Highway Station.

 The Franklin Johnston Group, with support from the City of Norfolk, has identified the project site for the development of multi-family residential housing. The purpose of this project is to provide mixed income housing in close proximity to transit resources; the Military Highway Station, along HRT’s Tide Light Rail line, is within one-half mile of the project site.
