E-Scooters & E-Bikes
The City of Norfolk partnered with Lime to launch scooters in June of 2019. Lime launched the e-bikes in June of 2021.
Lime currently deploys up to 1,100 scooters and up to 500 e-bikes across the city. Since the program’s launch, residents have quickly fallen in love with these affordable, easy-to-use modes of transportation.
Lime provides bike service and scooter service through the same app, so anyone who wants to rent a bike can find one in the same place as the scooters. The bikes require riders to lock and unlock before starting and ending their trip.
As part of its contract with the city, Lime provides data from the GPS trackers on the scooters and e-bikes to help the city understand how, when, and where the vehicles are used. This data helps the city’s multimodal transportation planning team understand how micromobility options – shared, lightweight devices such as scooters and bicycles – help Norfolk residents get to where they need to go.
Scooters and e-bikes help to achieve the city’s objective of greater access to first- and last-mile transportation. They provide reliability and ease of access. Anyone can jump on a vehicle and get to a destination in a couple of minutes.
How Do I Find an E-Scooter or E-Bike Near Me?
To find a Lime vehicle near you, simply open the Lime app (click to download the app). You’ll automatically be taken to the map screen, showing all available Lime vehicles in your area. If you don’t see any vehicle icons displayed on the map, zoom out to search a wider area.
How Do I Unlock a Lime Vehicle to Ride?
To unlock a Lime vehicle, simply open the Lime app (click to download the app) and tap on the "Scan" button at the bottom of the screen. From here, either scan the QR code using your phone’s camera or manually enter the 6-digit vehicle code located beneath the QR code.
Where Can I Ride a Lime Vehicle?
Electric scooters and bikes share the same rights of the road as an adult cyclist. Riders must obey all traffic signals, including riding in the same direction as traffic.
Motorized scooters and bikes belong on the street. They are not allowed to be ridden on sidewalks unless required for mobility assistance.
Be extremely careful near light rail tracks and heavy rail crossings and cross them in a perpendicular fashion similar to what a cyclists would do. Always be on the lookout for road hazards and keep a safe distance from parked or moving vehicles on city streets.
Do I Have to Wear a Helmet?
The City of Norfolk recommends you wear a helmet at all times when riding Lime.

How Much Does a Lime Vehicle Cost to Rent?
Lime pricing is $3.00 per ride for the first 6 minutes then $0.32 per minute after. This price applies to e-scooters and e-bikes.
Where Do I Leave My Lime Vehicle Once I Have Ended My Ride?
These vehicles are considered dockless. However, the City of Norfolk has implemented several parking corrals in downtown as designated parking spaces for the Lime scooters and e-bikes (example image below). The locations of these parking corrals can be found in the Lime app and are labeled on the map with a "P".
Riders are responsible for parking their vehicle in designated parking corrals. If a corral is not present, please park the vehicle out of the street and along the edge of the sidewalk. Please do not park in front of building entrances, do not block sidewalks, and do not interfere with pedestrian or handicap access. E-bikes can be locked at public bike racks as well. The Lime team deploys both e-scooters and e-bikes in the parking corrals as well as at other convenient locations outside of downtown for daily use.
How Do I Report an Issue?
Major issues such as damaged scooters/e-bikes, improperly parked scooters/e-bikes, and scooters riding on sidewalks can be reported to Lime via the following channels:
- Filling out the Customer Support Form
- Calling customer service at 1-888-546-3345
- Emailing the Norfolk Lime team at firstname.lastname@example.org or at email@example.com
- Submitting a request through MyNorfolk
- Submitting a concern through the Lime app (click to download the app)
