Starting The Permit Process

Information on where to start when. . . . .

The Development Services Center will no longer be providing in-person processing of permits and payments. You will need to create your project in the portal, complete the building permit package, and email the application and plans to planreviewpermits@norfolk.gov for submission. Here is the link to the Permit Portal.  Please review Information Needed On Plans By Project Type to minimize delays during the review process.
