With the emergence of restaurant and entertainment venues in the downtown area, demand for valet parking has increased. Download the Valet Parking Permit Policies and Regulations (PDF), which outlines the policies and regulations pertaining to valet operations in the City of Norfolk.

The City of Norfolk, through the Division of Parking and the Office of the City Manager may issue a permit for valet parking within the central business district or other areas as deemed appropriate. No person, company or entity, may engage in the business of offering and providing valet-parking services within the City without first having obtained a permit from the City. A permit may be issued by and at the sole discretion of the City, under the procedures outlined in Policies and Regulations (PDF)

Apply for a Permit

Complete an Application for Valet Parking Permit (PDF) and submit online with required documentation - City of Norfolk Business license, general liability insurance coverage, $5,000 surety bond.
