Office of Elections
The Office of Elections is responsible for protecting the integrity of the electoral process in the City of Norfolk through maintaining accurate voter records and efficient administration of elections in accordance with state and federal election laws. We are committed to being an information resource for the citizens of Norfolk regarding elected officials, voter registration, and election services.
PER COURT ORDER THE DEADLINE TO REGISTER TO VOTE HAS BEEN EXTENDED TO OCTOBER 15TH
The next election is Tuesday, November 3, 2020. This election will include Electors for U.S. President, Vice President, U.S. Senate & House of Representatives, two Constitutional Amendments and a local Referendum.
Absentee voting for the November 3rd General & Special Elections will begin September 18th.
If you have previously applied for an absentee ballot for the November 3rd Election please DO NOT submit another application unless your information has changed (name and/or address).
No excuse in-person absentee voting will begin September 18th in the City Hall Building (810 Union Street, 1st Floor). In addition to or regular office hours, Monday through Friday 8:30 a.m. to 5:00 p.m., we will be open Saturday, October 24th and 31st from 9:00 a.m. to 5:00 p.m. for in person absentee voting. The deadline to vote absentee in person is 5:00 p.m. Saturday, October 31st.
We respectfully request that voters who wish to vote in person bring valid voter identification, wear a face covering or mask, practice social distancing and exercise patience. Thank you for your cooperation!
Beginning Monday, October 12th, four voter satellite offices open for in-person absentee voting:

- Jordan-Newby Anchor Branch Library, 1425 Norchester Avenue
- Lambert’s Point Community Center, 1251 W. 42nd Street
- Mary D. Pretlow Anchor Branch Library, 111 W. Ocean View Avenue

- Thursday, October 15th – 11:00 a.m. to 7:00 p.m.
- Saturday, October 17th – 9:00 a.m. to 5:00 p.m.
- Monday, October 19th – 9:00 a.m. to 5:00 p.m.
- Tuesday, October 20th – 11:00 a.m. to 7:00 p.m.
- Wednesday, October 21st – 9:00 a.m. to 5:00 p.m.
- Thursday, October 22nd – 11:00 a.m. to 7:00 p.m.
- Friday, October 23rd – 9:00 a.m. to 5:00 p.m.
- Monday, October 26th – 9:00 a.m. to 5:00 p.m.
- Tuesday, October 27th - 11:00 a.m. to 7:00 p.m.
- Wednesday, October 28th – 9:00 a.m. to 5:00 p.m.
- Thursday, October 29th – 11:00 a.m. to 7:00 p.m.
Local Referendum to appear on the November 3rd ballot: "Shall casino gaming be permitted at a casino gaming establishment in the City of Norfolk on property east of Harbor Park Stadium bounded to the north by Park Avenue, to the South by the Eastern Branch of the Elizabeth River, and generally to the east by Norfolk & Western Railway railroad tracks with an approximate street address of 200 Park Avenue, as may be approved by the Virginia Lottery Board?"

We encourage citizens to register to vote, update voter registration information, or request an absentee ballot ONLINE.
Out of an abundance of caution due to the uncertainty of COVID-19, all City of Norfolk buildings are closed to the public until further notice.
Although Norfolk City offices are closed to the public, the Norfolk Office of Elections will offer curbside services during regular office hours. Please park in the Main Street circle (located next to the City Hall Building at the intersection of Main Street and St. Paul’s Boulevard) and contact our office via telephone at 757-664-4353 should you require assistance.
- Effective July 1, 2020 you may request an absentee ballot without an excuse. You may also request to be placed on the Annual Absentee Ballot list to receive ballots by mail for all elections within the current calendar year. Click here to apply online for an absentee ballot.
- PER COURT ORDER, THE DEADLINE TO REGISTER TO VOTE HAS BEEN EXTENDED TO OCTOBER 15TH
- The deadline to request an absentee ballot by mail is 5:00 p.m. October 23rd.
- Voters may return absentee ballots for the November 3rd Election by USPS mail, courier delivery (DHL, Federal Express, UPS, etc.) or in person to our Central Absentee Precinct (City Hall, First Floor) during office hours. Per recent legislation signed by the Governor, voters may also return their absentee ballot to voter satellite locations during hours/times indicated above or to their polling place on Election Day.

- Did you receive a postcard requesting to call the Registrar to verify your registration is still active? Check your voter registration online
- Did you receive a letter and pre-populated application from the Center for Voter Information? This organization is NOT affiliated with the Norfolk Office of Elections, Virginia Department of Elections or State Board of Elections. We recommend voters request an absentee ballot online through the Virginia Department of Elections website -or- you may complete and mail the application that you received. If you have already applied for an absentee ballot for the November 3, 2020 election you DO NOT need to submit another application unless your voter information (name/address) has changed.
Polls are open from 6:00 a.m. to 7:00 p.m. on Election Day
