American Rescue Plan Act (ARPA)

The American Rescue Plan Act of 2021 (ARPA) was passed by Congress in March 2021 to aid in the economic recovery and emergency response to COVID-19.

On March 4th and 5th, City Council hosted a retreat at which budget staff presented the results of the ARPA public engagement process. That presentation can be found HERE. Staff also provided city council with a resource guide of engagement results and all comments received, the resource guide can be found HERE.

Also at the retreat the city manager presented his final ARPA funding recommendation to council. That presentation can be found HERE.

On May 10th, City Council adopted its FY 2023 Operating and Capital Budgets. The FY 2023 Operating Budget Ordinance includes $3.45 million of ARPA related funding for the Continuity of Services, and the FY 2023 Capital Budget Ordinance includes $56 million of ARPA related funding for Neighborhood CIP Projects ($24 million) and the Downtown Floodwall Project ($32 million).

Most of the city's ARPA funds will flow through the city's budget beginning in FY 2023 and in subsequent years. Residents and stakeholders are familiar with the city's budget data and reporting made available to the public during the annual budget process. They will be able to see the funding and track spending within the familiar tools already made available during the budget process. Additional Resident Input Opportunities (Closed)

Due to the rapid increase in COVID-19 case counts, the city manager has issued updated adjustments to city operations for 30 days beginning January 3rd, which includes the cancellation of all in-person staff led public meetings.
