Norfolk Utilities' billing was impacted by the Nov. 17 HRSD ransomware attack. This prevented us from billing thousands of customers or posting payments to accounts from Nov. 17 – Dec. 9. All payments remitted between Nov. 17 and Dec. 9 were posted to customer accounts the week of Dec.10.
Customers not billed in November (cycles 11-20) will begin receiving statements on Dec. 16 and all November statements should be mailed by Dec. 22. December statements will begin to be mailed the week of Dec. 28. There will be no late fees/interest assessed during November or December. We apologize for the inconvenience and appreciate your patience as we work to restore the delivery of billing statements.

Customers wishing to pay bills in person with cash may do so weekdays between 8:00 a.m. and 4:30 p.m. at the HRSD lobby located at 1434 Air Rail Avenue, Virginia Beach. Bills may also be paid by calling 844-257-6063, online here, or by check/money order at any dropbox location.
