Neighborhood Quality




The Division of Neighborhood Quality is committed to effectively improving the life of the citizens of Norfolk and the preservation of their neighborhoods through the enforcement of applicable building and property regulations aimed at the protection of public health, safety, and welfare.  Neighborhood Quality is entrusted with the responsibility of enforcing the Virginia Uniformed Statewide Building Code, International Property Maintenance Code, and related city ordinances.

See the difference between the three properties?  The second property is not very attractive, but legally up to code which is all inspectors can enforce.  Neighborhood Development encourages neighborhoods to aim beyond basic code enforcement by aiming for higher neighborhood standards.  Neighborhood standards are the voluntary appearance and behavioral characteristics for which a group of neighbors strive.  For more on code enforcement and neighborhood standards, see below.
