Small Event Permit
Despite attendance, ANY event on a street (with the exception of small neighborhood/community block parties) must complete the Large Event Permit Application.

Qualifying events must have 0-199 in expected attendance.

Review the Event Permit Guidelines to ensure your event meets the requirements to obtain this type of permit. 

Event Locations

Please note that all use of City property requires a permit. However, not all City property is available for special event use as not all property has the necessary amenities or parking available for a safe and successful event.

The following City property is available for special event use:

  • Community Park Open Space
  • Community Park Picnic Shelters (for reservations of 3+ shelters)
      NOTE: Recreation, Parks & Open Space permits the use of individual picnic shelters for reservations up to 2 shelters.
  • Neighborhood Active Parks (pending available amenities/parking at the requested location)
  • Neighborhood Passive Parks (pending available amenities/parking at the requested location)
  • Norfolk Public School Grounds (requires permission from the principal prior to application submission)
  • Ocean View Beach Park
  • Public Right-of-Way (streets & sidewalks - for small neighborhood block parties only)

Please complete the Small Event Permit Application to get started with the permitting process.  A SevenVenues event coordinator will be in touch to discuss the next steps. Submission of an application does not confirm nor hold a date and/or location for the event. Incomplete applications will not be processed.

IMPORTANT:  Please save a copy of the application and email it as an attachment to .  Applications can also be mailed or delivered to Scope Arena.
