A mandatory Pre-proposal Meeting for all applicants will be held at 8:30 a.m. Tuesday, June 12, 2018 at 741 Monticello Ave., Norfolk, VA 23510.  

Human Service Program Needs

The City of Norfolk Adopted Fiscal Year (FY 2019) Budget includes approximately $500,000 for grants to support services for the City of Norfolk departments and non-profit service organization(s) to advance City Council's priorities of housing, workforce training, education and public safety.

The City of Norfolk is seeking partners that provide resources to Norfolk's at-risk populations of children, families, the elderly and disabled, impoverished, and those experiencing housing instability or homelessness. This includes activities to support individuals impacted by the St. Paul's Area transformation.

Human Services Grant (HSG) funding is supported by the City of Norfolk's general fund and awards are determined annually through a competitive application process. Funding will be awarded to established programs to increase direct service capacity, and to support outcomes that improve the lives of Norfolk's at-risk and vulnerable residents. Awards are limited to a maximum of $60,000 per eligible direct service item as described under Program Priorities in the instructions. Agency start-up funds will not be awarded. It is not expected that there will be sufficient funding to meet all requests. It is recommended applicants carefully review the application instructions and priorities the HSG program seeks to support before completing the application.

All programs will be reviewed mid-year to ensure maximum funding utilization and program achievement. Funding for under-performing projects will be considered for re-allocation if a program is not meeting goals or not spending grant funds timely.
