Who We Are

The Marketing & Communications Office is a highly creative and talented group of city employees who use words, pictures, videos and other creative story-telling tools to promote city services, programs and events, as well as to inform and engage city employees and residents.

We work to create the ultimate interactive relationship between the City and people who live, work and play in Norfolk.

Our in-house team of professionals includes copywriters, journalists, editors, proofreaders, photographers, videographers, public relations specialists, web developers and IT professionals.

What We Do

Strategic Communications Planning - We develop and manage strategic communications. From a full campaign to a social media post, our team works with City departments to inform and engage desired target audiences. This includes internal messaging to employees and external messaging to residents and other stakeholders.

Crisis Communications - The unexpected can happen at any time or a large weather event can impact city operations. Our public relations professionals coordinate the distribution of timely, accurate and essential information to residents and others across all city channels.

Multi-media Services - Using video and images, our multimedia team will create unforgettable connections that turn viewers into believers and participants into advocates. We’ll tell the City of Norfolk story in a way that engages and inspires through online-based platforms or NorfolkTV 48 and its 2 million+ viewers.

Web Support - Our web team keeps City of Norfolk owned websites fresh and relevant so the public keeps clicking for more!  We manage multiple online event calendars, process online forms and create online surveys for the City. In addition to web development, we also offer content management system training to City employees.

Social Media - From Facebook to Linkedin, Nextdoor to Instagram, our social media team creates visually compelling content so the City’s message reaches and engages as many people as possible. The team also responds to questions and comments in a timely fashion so citizens know we’re listening and we care.

Graphic Design - We help the City combine words and images to create compelling, effective messages through professional graphic design services. From easy-to-use flyer templates to more complex banners, our team ensures City communications best reflect the City’s brand.

Brand Management - The City logo is a registered trademark. If it says City of Norfolk, it must reflect the highest standards of our organization. Our team ensures a cohesive look and consistent messaging on all materials carrying the City of Norfolk name.

Freedom of Information Act (FOIA) - As a public agency, many of our records are available to our citizens. Our trained FOIA team processes requests and ensures compliance with FOIA law.
