Commercial and Mixed-Use Pattern Book

What is it?
The City of Norfolk has created a draft pattern book to guide development in its commercial areas citywide. Pattern books are not code, so no new regulations are being proposed. Instead, pattern books provide guidance to help developers interpret the code and the vision and expectations of the community for new development. The Commercial and Mixed-Use Pattern Book provides guidance for all allowable uses and development types in the commercial zoning districts. The book itself is divided into three parts, one for each character district – traditional, suburban, and coastal.
