Special Event Permits

Are you interested in hosting an event in the City of Norfolk? If so, you will need to determine which departments to contact  to obtain permission for your event. For events overseen by SevenVenues, the bureau serves as a resource to assist event organizers during event planning and will coordinate the collaborative involvement of City departments to provide services and support for your event. We specialize in coordinating events in combined properties and that require advanced logistics.

Small and Large Event Permits

Applicants can expect the process to be like this:

Identify the address where your event is taking place and verify the property is owned by the City of Norfolk. If the property is owned by the City of Norfolk, determine if your event request qualifies for a SevenVenues Event Permit by checking the chart below.  If not, reach out to the appropriate department directly.

If the property is not owned by the City of Norfolk, identify the owner and follow these steps:

 Contact the facility you want to have your events at and request an NPS Facility Lease form
Events before 6p on weekdays are permitted by NPS directly

 Norfolk Public Schools or SECEP Exterior Grounds
Contact Recreation, Parks and Open Space if your event will not include a street closure and occurs after 6p on weekdays or on weekends

Contact SevenVenues if your event will include a street closure and occurs after 6p on weekdays or on weekends
 
Complete a SevenVenues Event Permit application

Paperwork
You have confirmed you need to complete a SevenVenues Event Permit. Next, complete the appropriate event permit application and sign the permit agreement. Incomplete applications will not be processed. As a guideline when completing event permit paperwork, always overestimate your needs and the quantities. It is much simpler to receive permission and scale down the event, as needed.

A complete application includes the following:
    • Reading the SevenVenues Open Air Event Permit Guidelines
    • Completed event permit application
    • Supporting Documents
    • Application fee
    • Received by SevenVenues by the application deadline.

Application Review

Your application is reviewed by City departments for comment and/or initial approval. Acceptance of your permit application is not approval of your request and making updates will delay your permit.

Meetings
A meeting may be scheduled with the Norfolk Event Panel or smaller review committee to further discuss the event.

Initial Approval
Once you have written or verbal initial approval by the City on your event date and location, you can begin advertising/marketing the event. Marketing or advertising of an event may not take place prior to this approval.
