Voya Financial (Voya)

As of January 1, 2025, Voya Financial (Voya) is the new record keeper for the defined contribution component of the Virginia Retirement System Hybrid Plan, replacing MissionSquare Retirement.

The Hybrid Retirement Plan is funded through contributions both you and the City make to the defined benefit and the defined contribution components of the plan.

The defined contribution component is made up of two investment accounts: the Hybrid 401(a) Cash Match Plan and the Hybrid 457 Deferred Compensation Plan.

Mandatory Contributions

Hybrid 401(a) Cash Match Plan

You contribute a mandatory 1% of your creditable compensation each month to your Hybrid 401(a) Cash Match Plan. 

The City also contributes a mandatory 1% to that account. 

Voluntary Contributions

Hybrid 457 Deferred Compensation Plan

In addition to mandatory contributions, VRS Hybrid Plan members may contribute up to an additional 4.0% in voluntary contributions to your Hybrid 457 Deferred Compensation Plan, and your employer must match a specified percentage of any voluntary contributions you make.

Why You Should Be Saving

Maximize Savings

  • You can save more for retirement by also participating in one of the City's voluntary supplemental plans (457 or Roth IRA).  
  • Remember to maximize your voluntary contribution to the Hybrid 457 Plan first to take full advantage of the employer match.  Total contributions to both plans cannot exceed IRS annual contribution limits.
