Food Security

The City of Norfolk has long recognized the importance of addressing food disparities among our residents. There are food related goals included in plans and documents adopted by City Council like the Climate Action Plan, the Green Infrastructure Plan, and the Mayor’s Commission on Social Equity and Economic Opportunity.

In early 2022, the City was wrapping up efforts with community partners to put together the EPA grant funded Local Foods Local Places Action Plan. It became clear to community members and city staff that this work should not come to an end and there needed to be an ongoing effort to address food disparities throughout the city.  

Collaborative Efforts in the City of Norfolk:

  • Nourish the City is a grant program offering grants ranging from $2,500-$10,000 for non-profit or neighborhood organizations working to address food insecurity and expand access to nutritious, affordable food. 


  • Grow Norfolk is a city-run program that supports the cultivation of urban farms and gardens in order to increase access to nutritious food options and mitigate food insecurity in the City of Norfolk.
