Innovation Hub
The Innovation Hub brings two new tech areas to the Norfolk Public Library system: a Teleservices Booth and a Memory Lab.
The Teleservices Booth is located on the first floor of the Jordan-Newby Anchor Branch Library at Broad Creek beneath the staircase. It enables patrons to hold virtual appointments privately, securely, and reliably with health professionals and government representatives.

The Innovation Hub: Memory Lab is a high-tech digitization lab that will allow patrons to turn precious memories into forever files. Patrons can bring in photos, documents, 8mm film, audio cassettes, VHS tapes, CDs, DVDs and more and convert them into files that can be saved on their USB, external hard drive, or the Cloud. Memory labs are a growing trend among public libraries in the United States. Begun as a project at DC Public Library (DCPL) as a digital preservation program, Memory labs provide a means for patrons to create personal digital archives by digitizing video and audio and scanning photographs, documents and slides in a public computing space. These digitization stations offer valuable resources to combat the potential loss of files due to rapid changes in technology rendering their formats obsolete. Staff may be able to provide some technical assistance, but patrons are expected to have a working knowledge of the software and equipment provided.
The Innovation Hub: Teleservices kiosk is a self-directed virtual conference room that patrons can use to conduct virtual appointments with medical care providers, social service caseworkers and more. Teleservices kiosks, also known as telemedicine and telehealth kiosks, are public booths that allow patrons to hold virtual appointments privately, securely, and reliably with health professionals and government representatives. Developed as a way to provide healthcare services to individuals in remote areas, telehealth booths are now being used to decrease the risk of exposure between patients and healthcare professionals as well as the need for travel to distant locations. Jordan-Newby is further expanding these services by creating a space where patrons can use a reliable internet connection and a secure booth to hold private virtual meetings. Staff may be able provide some technical assistance, but, again, patrons are expected to have working knowledge of software and equipment provided. This space is available for ONE-HOUR appointments.
The Innovation Hub: Teleservices Kiosk is an Americans with Disabilities Act (ADA) compliant safe space provide by NPL that provides videoconferencing for patrons to use. NPL is not responsible for technology interruptions, unauthorized access or technical difficulties.
NPL is not responsible for validating patient health insurance information nor is liable for any charges that result from a telehealth visit.
NPL is providing a location for telehealth appointments and are not responsible for any non-Health Insurance Portability and Accountability Act (HIPAA) compliant software used during an appointment with a telehealth provider.
NPL staff will clean the kiosk after every visit.
Introductory classes on available software will be offered periodically. Please check the calendar above for updates.
The Library Director, with the support of the Board of Trustees, retains discretion in determining what use is in the best interest of the library. As such, the Library Director may limit the use of the Innovation Hub’s Memory Lab and Teleservices Kiosk by individuals whose activities interfere with Library operations, adversely affect public safety or cause public disturbances.
The Memory Lab is intended for individuals or groups seeking to digitize and convert the following formats:
- Documents
- 3.5-inch floppy disks
- Photos, slides and negatives
- Film
- Compact audio cassettes
- CDs and DVDs
Patrons must bring their own storage device, e.g., USB drive for digital transfer.
Use of the Innovation Hub: Memory Lab must comply with the NPL Code of Conduct, Computer & Internet Use and all other NPL Policies. Some Innovation Hub: Memory Lab rules may be stricter than policies for other parts of the library.
Age Requirements
In order to use and reserve either of the Innovation Hub spaces and equipment, patrons must be aged 13 years or older and have a current, valid Norfolk Public Library card. Patrons under the age of 13 may use the Innovation Hub: Memory Lab if accompanied at all times by a parent, guardian or adult caregiver aged 18 or older. The accompanying adult must also have their own current, valid Norfolk Public Library card and complete any required orientation.
Food and Drink
Food and drink are not allowed in either of the Innovation Hub spaces.
Orientation and Training
Certain advanced equipment and software may require additional training and practical demonstration by the staff. Users converting film, tape cassettes may also need additional training and must schedule and complete an orientation on equipment and policies prior to first use.
Staff is available for assistance with troubleshooting, program startup and setup of equipment. Staff cannot assist with extensive consultations, recording, editing or other lengthy requests. Staff cannot assist with any telehealth or social services virtual appointment.
The Innovation Hub: Memory Lab does not provide one-on-one editing assistance.
Per the Branch Manager’s discretion, an experienced staff member may be assigned to assist with certain Memory Lab projects.
Innovation Hub Computers
Innovation Hub computers are reserved for patrons working digitization projects. Internet browsing or email use is not allowed unless related to the project being worked on, including researching software usage and troubleshooting.
Distribution or Sale of Goods or Services
The Innovation Hub spaces may not be used to distribute or sell goods and services.
Loss, Damage or Expense as a Result of Memory Lab and Teleservices Usage
The Library and its staff are not liable for any loss, damage or expenses sustained by any user due to the utilization of services, equipment, software, advice or information.
Reservation Policy
Patrons who have not arrived within 10 minutes of the scheduled start time will be considered no-shows and the reservation will be removed.
Patrons who arrive late will not have sessions extended.
Cancellation Policy
Failure to provide 24 hours’ notice of cancellation may be grounds for suspension of Innovation Hub privileges.
Attendance Policy
Innovation Hub spaces may not be left unattended while reserved and in use. If the responsible cardholder leaves a reserved space unattended without notifying staff (even if others are present in their group), the reservation will be immediately forfeited, and future reservations may be denied.
Once the Innovation Hub space has been vacated for more than 10 minutes, the Library reserves the right to remove the user's belongings without assuming responsibility or liability thereof and to reassign the room to an available status.
Check-in and Check out
Equipment, including but not limited to software, instruments and cameras, is available for checkout for use only within the Innovation Hub spaces unless otherwise noted.
Patrons must save all work and begin check-in procedures one hour before the end of a session. Staff is not required to provide time warnings. Additional time in the Innovation Hub spaces or on computers will not be provided because a media project is rendering, saving or is in the process of finalizing. As such, computers will be logged out if another patron is waiting.
Equipment Availability
Availability of equipment is not guaranteed, and reservations are encouraged.
Noise and Volume
If sound can be heard outside the Innovation Hub space in the library, users will be asked to lower the volume or vacate the Innovation Hub: Memory Lab or Teleservices kiosk.
Equipment Modification
Only NPL staff can add, remove or modify any library-owned equipment including but not limited to cables, keyboards, computer mice, speakers, instruments, software, racks, wiring, etc.
Users are not permitted to install or uninstall any software.
Project Content and Storage
Innovation Hub: Memory Lab created content must conform to acceptable community and legal standards.
Staff will not convert media or finalize projects in the absence of the content owner. Innovation Hub: Memory Lab patrons must always be present while projects are digitizing, saving or rendering.
Patrons are required to use personal external storage, such as flash drives and/or cloud-based options, to back-up projects. Memory Lab visitors may connect personal devices to Memory Lab equipment. However, support for such equipment may not be available.
For security and privacy, the library reserves the right to erase user files left on Library-owned hard drives or flash drives without prior notice.
Compatibility of personal devices with Innovation Hub: Memory Lab hardware and software is not guaranteed.
NPL staff is not responsible for patrons’ work product.
Additional
NPL Administration and the Jordan-Newby at Broad Creek Anchor Branch manager reserves the right to deny usage and access to all Innovation Hub spaces if a patron violates Innovation Hub rules and/or NPL policies.
NPL staff must always have free access to Innovation Hub spaces.
The library retains the right to monitor all activity conducted on Library premises for the purpose of ensuring compliance with Library policies and procedures.
NPL staff may disconnect personal devices which interfere with the operation of Library equipment or ability of other users to complete projects.
All Innovation Hub computers, rooms, spaces and equipment may be reserved by NPL staff for training, programs or maintenance.
Reservations
Reservations for either Innovation Hub: Memory Lab or Teleservices kiosk may be made up to two months in advance via the LibCal scheduling portal.
Walk-ins are accepted if Innovation Hub spaces are not reserved.
Groups may not make back-to-back reservations under different names.
Patrons must check in at the desk with their own current, valid Norfolk Public Library card. The name on the card must match the name on the reservation. Other members of the group will not be allowed to enter the Innovation Hub space without the cardholder who made the reservation present.
Reservation Time
Memory Lab reservations are issued in three-hour increments. No additional time is granted on the same day. Teleservices can have two-hour increments. No additional time is granted on the same day.

The Library cardholder who reserves the Innovation Hub spaces and dedicated equipment will be considered the main user and will bear responsibility for any damage or misuse of the equipment.
Cardholders are responsible for returning and restoring all spaces and equipment to the condition in which they were originally checked out. Faulty equipment or room concerns must be reported immediately.
Broken or damaged equipment, software or fixtures will be charged at the equivalent replacement cost, plus shipping and processing fees.
U.S. copyright law provisions for fair use of music, artwork and other creative works are extremely restrictive. Each Maker Studio user is personally responsible for knowing the copyright status of any music or graphic material included in digital media projects. Information about U.S. copyright law can be found online at www.copyright.gov.
Numerous resources exist for fair use media materials. Computers and the Library network may not be used to illegally upload, download or copy copyrighted materials including software, music, videos and graphics. This includes the use of online services that facilitate the unlicensed sharing of media files.
Concerns about copyright infringement extend to the use of equipment to duplicate copyright-protected documents and graphic materials, including commercial products. Each Innovation Hub user assumes all responsibility for observing copyright restrictions when using copiers, scanners or computers in the Library.
