The Norfolk Public Library became the first free public library in Virginia in 1904, and its collection includes classic and popular items from the late 19th century to today. NPL offers access to information, books, programs and online resources to meet the needs of our diverse community for lifelong learning. The library system consists of four anchor branch libraries, eight neighborhood libraries, a local history and genealogy collection and Mobile Delivery. All programs are FREE of charge. Norfolk Public Library embraces the American Library Association’s Freedom to Read Statement.

- NPL is a Family Place library that offers free programs that focus on developing skills essential to literacy.
- These programs are recommended for parents, other caregivers, and children of all ages.
- A local history and genealogy collection is located downtown and can be accessed online at the Sargeant Memorial Collection page.
- NPL is a selective depository library for government documents.
