NORFOLK, Va. – A fugitive wanted for the murder of a Norfolk teenager was arrested Tuesday, June 23, 2020 in the City of Portsmouth.
Glenn Q. Ruffin, 27, was charged by Norfolk detectives with second degree murder and use of a firearm for the homicide of a 17-year-old male that occurred in the 300 block of Whitehead Avenue on May 16, 2020.
Ruffin is currently being held at the Norfolk City Jail without bond.
