NORFOLK, VA – The City of Norfolk is launching a second round Notice of Funding Availability for housing developers and area nonprofits to develop housing, shelter, or provide services to homeless and at-risk residents.
Through the American Rescue Plan Act of 2021, the U.S. Department of Housing and Urban Development (HUD) awarded the City of Norfolk $4,517,686 for the HOME-ARP Program to provide housing, support, and shelter to our vulnerable populations.
Eligible applicants include those who adhere to Notice of Funding Availability (NoFA) directions, submit a complete application, and demonstrate interest and capacity to administer activities described in Norfolk’s HOME-ARP Allocation Plan. Those who have already applied in round one need not submit another application in round two.
The application window is May 15 – June 2. Preliminary applications must be electronically submitted and received by Norfolk Department of Housing and Community Development (NDHCD) through the City’s GRANT SOLICITATION PORTAL by 11:59 p.m. on June 2, 2023.
Preliminary applications that are complete and meet all threshold requirements will be invited to complete a full application in June 2023.
Norfolk’s HOME-ARP Allocation Plan was approved by US Housing and Urban Development in April 2023.
