[ARCHIVED] Unity Place at Kindred, the Second Phase of the Tidewater Gardens Redevelopment, Celebrates Closing

With a Groundbreaking Ceremony

Brinshore Development, LLC, the City of Norfolk, Norfolk Redevelopment and Housing Authority, Banc of America Community Development Company, LLC and BBRM Norfolk Partners are pleased to announce the closing process has been completed for Unity Place at Kindred (Unity Place), formerly Blocks 17 and 18 of the Tidewater Gardens Redevelopment. The one hundred and forty newly constructed, energy efficient apartments will serve families at a mixture of income levels from former Tidewater Gardens public housing families to market rate families. The timeline for completion for both developments is 2025. 

Additionally, Unity Place will include a landscape plaza accessible for all residents and the public, a fitness center inside each development, ground floor retail, conference spaces, and proximity to Downtown Norfolk Transit Center. Supportive services are available to former Tidewater Gardens residents through the People First Initiative powered by Urban Strategies, Inc. to assist families as they transition to the new developments.

When: Wednesday, September 13, 2023 

Where: 550 E Freemason and 431 Church Street Norfolk, VA 

Photo Opportunities: 

Remarks will begin promptly at 1:00 p.m. City officials and members of the development team will be available for photos from 2:00 p.m. to 2:15 p.m.

  • This redevelopment was made possible with a Choice Neighborhoods Implementation Grant from the U.S. Department of Housing and Urban Development and additional funding from Virginia Housing, Virginia DHCD, U.S. Bancorp Impact Finance, LISC, and Horizon Bank.
  • The City of Norfolk and the Norfolk Redevelopment and Housing Authority, with support from the Federal Highway Authority, have provided critical support along with the infrastructure improvements for the new development including the new Blue-Greenway
