Congrats Doug and Sean Image Link

Let's hear it for Doug Beaver and Sean Washington on their recent promotions! 

Doug is a native of Honolulu, Hawaii, and a graduate of Virginia Tech. He earned an Executive Master of Business Administration degree from the Naval Postgraduate School. Doug retired from the United States Navy in 2017 after serving for 27 years and was hired as the Military Affairs Liaison for the City of Norfolk. He later assumed the role of Chief Resilience Officer where he led the $120M Ohio Creek Watershed Project that reduced flooding, improved public spaces, and transformed the communities of Chesterfield Heights and Grandy Village. Doug was appointed as the Director of Public Utilities in January 2022, joining an award-winning department that provided drinking water to approximately 1 million people in Norfolk, Virginia Beach, Chesapeake, and area military installations as well as providing wastewater services within the City of Norfolk.  

Doug has been Acting Deputy City Manager over Operations since July 24th.

Sean holds a Bachelor of Science in business administration from Hampton University. Sean served as Assistant Director of Economic Development for the City of Norfolk from November of 2020 to August of 2022. He started in the department in June of 2017 as a Business Development Manager and was named the Secretary-Treasurer of the Economic Development Authority of the City of Norfolk (EDA) in October of the same year. Before joining the City of Norfolk’s Department of Economic Development, Sean helped small businesses grow as an Assistant Vice President with BB&T Bank.  During his seven-year tenure at BB&T, he managed a $34.5 million deposit portfolio and a $15 million lending portfolio. 

Sean has been Interim Director of Development since August of 2022.
