The City of Norfolk had a positively spooky time leading up to Halloween!
From the Norfolk Community Services Board, Norfolk Parks and Recreation, Norfolk Public Library, Norfolk Parks and Recreation, the Norfolk Police Department and many others the City was filled with screams of delight!
Some departments even went all out, decorating their workplaces for the spooky season.
