Project designed to alleviate congestion and improve traffic flow at I-264 west off-ramp and Ballentine Boulevard in Norfolk
NORFOLK — This month, construction has begun on a Virginia Department of Transportation (VDOT) project to improve traffic operations at the Interstate 264 (I-264) west off-ramp at Ballentine Boulevard (exit 12) in Norfolk.
The $1.9 million project, awarded to Branscome, Inc. in February 2025, is designed to reduce ramp backups on I-264 and improve traffic flow at the intersection made up of interstate ramps, a city street and an adjacent light rail crossing.
Improvements include widening the existing westbound off-ramp from I-264 to add two right-turn lanes, along with a left-turn lane onto Ballentine Boulevard. The project also includes signal modifications, drainage improvements, and construction of a raised median island to better manage and improve turning movements at the intersection.
During construction, motorists should expect shoulder, lane and ramp closures, as well as traffic shifts on the ramp.
Construction is estimated to be complete in early 2026. All work is weather- and schedule-dependent; therefore, this schedule is subject to change.
Before hitting the road, consider using VDOT's free 511 Virginia traffic tools, or the free 511-integrated Waze GPS app, to check for the most up-to-date road and travel conditions. VDOT’s 511Virginia.org website and mobile app offer information about construction, traffic, incidents, and congestion, as well as access to traffic cameras, weather-related impacts and more.
