Pair Plead Guilty to Burglary, Conspiracy After Breaking Into Multiple Norfolk Self-Storage Units in 2024

NORFOLK, Va. — Emily Paige Isaacs, 28, and Kevin Douglas Salmon Jr., 38, both pleaded guilty to burglary with the intent to commit larceny and conspiring to commit that felony after they broke into self-storage units that did not belong to them last year. Mr. Salmon was convicted of his charges and sentenced in May to serve one year in jail, and Ms. Isaacs awaits sentencing in July.

On Oct. 26, Ms. Isaacs and Mr. Salmon took multiple trips to a self-storage facility located on 35th Street, on each trip they went to a different storage unit inside that did not belong to them, they used a bolt cutter to damage the locks on the doors of those units, and they stole multiple personal effects belonging to the renters, one of which was a World War II-era service rifle worth thousands of dollars. A Norfolk Police detective was called to the storage facility after an employee discovered the break-ins and viewed surveillance footage which showed Ms. Isaacs and Mr. Salmon committing the burglaries as well as the car they were driving. The detective then distributed a description of the suspects and their car to patrol units.

On Oct. 28, a patrol officer spotted the car that Ms. Isaacs and Mr. Salmon had been driving parked outside a hotel. The pair were standing near the car but walked off when they saw the officer pull into the parking lot. The officer ran the vehicle’s identification number, determined the car had been stolen, and had the car towed for further investigation. Several of the stolen items, documents with identifying information of the defendants and victims, a pair of bolt cutters, and multiple cut locks were later recovered from the car. Investigators also found more stolen items along with clothes that Mr. Salmon wore during the burglaries inside the hotel room to which the car had been registered, but they were unable to locate the rifle.

On May 5, Mr. Salmon entered an agreement to plead guilty to burglary with the intent to commit larceny and conspiring to commit burglary. His plea agreement called for him to serve one year in jail, with another nine years in prison suspended on the conditions that be of uniform good behavior while in custody and for five years following his release, that he complete three years of supervised probation following his release, and that he pay restitution to the victim whose rifle was stolen. In exchange for his guilty pleas, the Commonwealth agreed to the dismissal of additional related charges. Mr. Salmon’s sentence was above the high end of his Virginia sentencing guidelines, which recommended a sentence of between one day and six months in jail. Judge Jamilah D. LeCruise accepted Mr. Salmon’s plea agreement and sentenced him per the agreement.

On June 2, Ms. Isaacs pleaded guilty to the same two charges and agreed to face an active jail sentence of up to 12 months, at the discretion of the deciding judge, in exchange for the Commonwealth agreeing to the dismissal of her additional charges as well. Judge Robert B. Rigney took Ms. Isaacs’ plea agreement under advisement pending a review of her pre-sentence report on July 25.

“Mr. Salmon and Ms. Isaacs stole more than just property from their victims; they stole heirlooms whose worth was far more than just money,” said Commonwealth’s Attorney Ramin Fatehi. “Mr. Salmon and Ms. Isaacs should have known better, and they will each serve a sanction appropriate to their actions.”

Senior Assistant Commonwealth’s Attorney Christina L. Brady prosecuted both Ms. Isaacs’ and Mr. Salmon’s cases, and Norfolk Police Detective Kevin M. Rose led the investigation.
