[ARCHIVED] NPD News Release Man arrested in connection with homicide on Liberty Street

NORFOLK, Va. (NPD) – Detectives have charged a 27-year-old man in connection with a homicide on E Liberty Street that prompted the issuance of an Amber Alert Monday afternoon.  

On June 16th around 11:35 a.m., police were dispatched to the 900 block of E Liberty Street for the report of a gunshot victim. When Officers arrived, they found a woman suffering from a life-threatening gunshot wound.

The woman, identified as Alexus L. Foreman, 28, of Norfolk, was pronounced deceased at the scene. 

During the preliminary investigation, detectives learned Foreman’s 4-year-old child had been taken from the scene by a man involved, and Virginia State Police were contacted to assist with issuing an Amber Alert for the missing child.

With the assistance of the Virginia Beach Police Department, the FBI, and the US Marshal Task Force, Norfolk Police arrested Tyli N. Scott, 27, shortly before 1:00 a.m. on June 17th in the 3900 block of Huntley Way in the City of Virginia Beach.  

At the time of Scott’s arrest, the 4-year-old boy was also found safe inside a home.  

The child was returned to the care of a guardian. 

As a result of the investigation, Tyli N. Scott, 27, has been charged with second-degree murder, and use of a firearm.  

He is currently being held in the Norfolk City Jail with no bond.
