Shortly after 11:00 am this morning, Norfolk Vice and Narcotics Investigators were attempting to arrest an adult male near Oceanair Elementary School for narcotic-related charges. The man ran from the investigators, which resulted in a short foot pursuit. During the chase, the man ran onto Oceanair Elementary School’s back field and was promptly taken into custody. The incident was immediately reported to school staff and a preventative lockdown was implemented. The precautionary lockdown took place for approximately 20 minutes and was lifted by school officials after all police activity was terminated. In addition, an officer responded to the school to ensure the safety and security of students, faculty and staff until all police activity was cleared from the surrounding area. The man has been identified as 22-year-old Stanley Ruffin of the 400 block of Pepper Mill Lane. He has been charged with Distribution of Heroin, Possession of a Firearm with Intent to Distribute Heroin, Possession of Heroin within 1,000 feet of a School, and Concealed Weapon. Ruffin is currently being held at the Norfolk City Jail.
