Shortly before 10:00 this morning, Norfolk Police Fugitive Squad along with the Capital Area Task Force, which encompasses U.S. Marshals, Chesapeake Sherriff, Portsmouth Police, and Newport News Police arrested 26-year-old William A. Hamlin Jr. in the shooting death of 17-year-old Joel Green which occurred on November 9, 2014 in the 200 block of Hough Avenue.
26-year-old William A. Hamlin Jr. of Chesapeake, has been charged with 2nd Degree Murder, Use of a Firearm in Commission of a Felony, and Possession of a Firearm by a Convicted Felon. He is awaiting extradition to the Norfolk City Jail. Once the booking process is completed, his photo will be released.
Previous Release 11/9/2014:
Shortly before 12:45 this morning, police were called to the 200 block of Hough Avenue for reports of a gunshot victim. Once police arrived, they located a teenager suffering from a gunshot wound. Norfolk Fire Rescue transported the 17-year-old from the scene to Sentara Norfolk General Hospital, where the young man was pronounced deceased. The exact cause of death will be determined by the Office of the Chief Medical Examiner, and the victim’s identification will not be released until next of kin have been properly notified. Detectives are actively investigating this crime and are currently categorizing their investigation as a homicide. Police have not released any suspect information, but are asking anyone with any information about this incident to contact the Norfolk Crime Line at 1-888-LOCK-U-UP (1-888-562-5887).

The victim has been identified as 17-year-old Joel Green of the 3300 block of Marne Avenue in the City of Norfolk.
