[ARCHIVED] Man Drowns Saving Teen in Ocean View

Two people nearly drown and one man died in Ocean View waters early this evening.

Shortly before 7:00 pm on June 12, 2015, police dispatchers received a call for a possible water rescue in the 9600 block of 23rd Bay Street. When officers and paramedics arrived, they discovered a man on the shoreline and immediately provided him C.P.R. and medical treatment. The man was transported to an area hospital. Another man was discovered in the water nearby and pronounced dead at the scene.

The preliminary investigation has revealed that two people (one adult and one teen) were walking on a jetty and both slipped into the water. Neither could swim, but the victim, identified as 20-year-old Delvin Carter, was able to push the teenager back onto the jetty. Carter immediately went underwater after rescuing the teen. Another man entered the water in an attempt to assist Carter, but had to be rescued by bystanders after struggling to swim. The man was pulled safely to the shoreline when police and fire-rescue began C.P.R. upon arrival. Shortly after the man was transported to DePaul Hospital, Carter was located underwater by first responders and pronounced dead at the scene. Both the juvenile and rescued adult are expected to make a full recovery.

The Norfolk Police Detective Division is handling the investigation.
