[ARCHIVED] Man behind bars after fatal crash

NORFOLK, Va. – An early-morning three vehicle accident left one woman dead and a man behind bars.

Shortly after 12:00 a.m. on April 24, 2016, a motor vehicle accident occurred at the intersection of E. Princess Anne Road and Sewells Point Road.

Two vehicles, a Mitsubishi Galant and a Dodge Caravan were stopped at a red light in the westbound lane of E. Princess Anne Road. A Toyota RAV-4, traveling westbound on E. Princess Anne Road, approached the intersection and failed to stop. The Toyota incidentally rear-ended the Dodge Caravan. The Caravan was then pushed into the Mitsubishi Galant.

The driver of the Mitsubishi Galant was not injured and refused medical treatment at the scene.

All occupants in the Dodge Caravan were transported to Sentara Norfolk General Hospital (SNGH). The driver and rear-seat passenger were released with minor injuries. However, the front seat passenger was listed in critical condition, after suffering extensive injuries in the crash. Shortly before 7:30 Sunday morning, the front seat passenger succumbed to her injuries and passed away in the hospital. She has been identified as Nancy Kelly, a 23-year-old Maryland resident.

The driver of the Toyota RAV-4 was also transported to SNGH, where he refused treatment. The driver, Thomas Walters of the 2200 block of Vista Circle in Virginia Beach, was transported from SNGH to the Norfolk Magistrate's Office. Walters was then charged with the following:

-Driving Under the Influence
-Refusal to Submit to a Blood Sample

Walters remains in custody at the Norfolk City Jail.

The investigation is ongoing and is being handled by the Norfolk Police Department’s Traffic Unit. Upon completion of the investigation, the findings will be turned over to the Norfolk Commonwealth’s Attorney’s Office for review and possible related charges.
