NORFOLK, Va. (NPD) – The Office of the Chief Medical Examiner in Norfolk has ruled a death as a homicide after an autopsy was conducted on a child that died in November.
On November 12, 2018 shortly after 7:00 p.m., police responded to the 6300 block of Sangamon Avenue for a report of an unresponsive child. When first responders arrived, they found a 4-year-old boy unresponsive inside a home. Medics transported him to Children’s Hospital of The King’s Daughters where he was pronounced deceased.
A 14-year-old boy, who has been in custody since January for previous offenses, has been charged with 2nd degree murder in connection to the child’s death.
In January the mother of the 14-year-old, Catherine Seals, was charged with child abuse and neglect. She remains in Norfolk City Jail without bond.
Detectives have not released the circumstances surrounding this incident.
