Emergency Cold Weather Shelters Available
Due to below freezing temperatures and wind chills forecasted, The City of Norfolk has activated it's Winter Overflow Warning (WOW) Emergency Homeless Shelter Plan through Wednesday, Jan. 21.
Winter Overflow Overnight Shelter Locations:
- Jan. 15-17: Tabernacle Church (7000 Granby St.)
- Jan. 18-Jan. 21: St. Mary's Catholic Church (232 Chapel St.)
- Day services and meals available at The Center (1050 Tidewater Dr.) from 8:30 a.m. to 5: p.m. daily.
- Emergency Overflow overnight shelters are available for Norfolk residents only.
- Emergency shelter program subject to extension based on weather conditions.

- (757) 756-5600 – Assistance for individuals who are homeless/unhoused.
- (757) 587-4202 – Hampton Roads Housing Crisis Center for families facing a housing emergency.
- If you see someone in unsafe or dangerous conditions, call Norfolk Police non-emergency at (757) 441-5610. Dispatchers will connect with response teams to offer shelter and resources.
- For immediate, life‑threatening situations, call 911.
