NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
On or about February 12, the City of Norfolk will submit a request to the HUD Richmond CPD Office for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as 7728 Newport Ave Rehabilitation for the purpose of single-family residential home renovation.
The Renovate Norfolk Program assists in bringing substandard existing single-family owner/occupied homes up to a minimum of health and safety standards. In addition, the goal is to restore and preserve housing in all communities throughout the city. Assistance may include home repairs such as roof and gutter replacement, siding and trim repair, window and door replacement, porch repairs, structural repairs, appliance and building systems upgrades, painting and interior repairs such as electrical, plumbing, wall repairs, ceiling repairs, kitchen and bathroom repairs. The property was built before 1978, and the presence of lead-based paint has been identified. To protect the occupants, lead-safe practices and interim controls will be utilized in these work areas. Estimated CDBG funding is up to $25,000 per home. Where more than $25,000 of federal funding is provided, lead abatement will be conducted by a licensed abatement contractor as required by the Lead Safe Housing Rule. Exact location of the property is 7728 Newport Ave Norfolk VA 23505-2306.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Norfolk's Department of Housing and Community Development at 501 Boush Street Norfolk, VA 23510 where the ERR may be examined or copied (office open Monday to Friday between 8:30am and 5:00pm except on holidays). A copy can also be viewed online at https://cpd.hud.gov/cpd-public/environmental-reviews or provided by email, upon request to HUDEntitlement@norfolk.gov.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Department of Housing and Community Development at 501 Boush Street Norfolk, VA 23510 or by contacting the office by email at HUDentitlement@norfolk.gov or phone at (757) 664-2467. All comments received by February 11, 2026 will be considered by the City of Norfolk prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.
If special assistance for the disabled is needed, please contact the Department of Housing and Community Development at hudentitlement@norfolk.gov or 757-664-2467. The city will seek to accommodate non-English speaking or hearing-impaired citizens to the best of its ability upon advanced request.
ENVIRONMENTAL CERTIFICATION
The City of Norfolk certifies to HUD that Patrick Roberts, in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Norfolk to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Norfolk’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Norfolk; (b) the City of Norfolk has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Richmond CPD Office, Attention: Mr. Ronnie J. Legette, Sr., Director, at CPDRROFRIC@hud.gov. Potential objectors should contact HUD at 1 (800) 842-2610, Ext. 4834 to verify the actual last day of the objection period.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Norfolk.
REQUEST FOR RELEASE OF FUNDS
On or about February 9, 2026, the City of Norfolk will authorize City of Norfolk Parks and Recreation to submit a request to U.S. Department of Housing and Urban Development (HUD), Richmond Field Office for the planned rehabilitation of Glenwood Park, located at 8100 Evergreen Avenue. The proposed project name is Glenwood Park Improvements.
The project’s purpose is to add new improvements to the approximately 0.66-acre Glenwood Park, including: replacement of the existing basketball court with a larger, new court and the installation of a picnic shelter with picnic tables, aluminum benches, bike racks, and additional concrete walkways. Minimal ground disturbance is anticipated for these improvements. Additionally, no tree removal is required. This will occur with an estimated total HUD and non-HUD construction budget of $330,000.
FINDING OF NO SIGNIFICANT IMPACT
The City of Norfolk has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Norfolk, City of Norfolk, Department of Housing and Community Development, 501-A Boush Street, Norfolk VA 23510. A copy of the report will also be at City of Norfolk Parks and Recreation, 220 Boush Street, Norfolk VA 23510. The ERR may be examined or copied at either location weekdays 8:30 A.M. to 5:00 P.M.
