NORFOLK, VA – The City of Norfolk has launched its biennial Resident Satisfaction Survey to gather feedback on City programs, services and overall quality of life. The survey is administered by ETC Institute, one of the nation’s leading firms in the field of local government research, via mail and online. This is the third Resident Survey the City has partnered with ETC Institute to administer.
The goal of the survey is to analyze satisfaction and priority ratings from residents to guide the actions and decisions of City leadership, including FY28 budget priorities.
The survey is now open to all residents online at www.norfolksurvey.org. All residents who choose to participate in the survey are asked to take the time to answer every question and provide their address, which helps ensure accurate and representative results. This input will influence decisions made about the future of the City of Norfolk.
In addition, randomly selected households receive a survey packet in the mail, including an invitation from the City Manager, survey instructions, a prepaid return envelope and an online link for those who prefer to respond digitally. Completing the mailed survey is especially important because it helps the City measure progress compared to previous surveys and ensures results reflect a representative sample of Norfolk residents.
ETC Institute will ensure the randomly selected sample reflects Norfolk’s demographics and will compile and analyze all responses to maintain confidentiality. Findings will be presented to City leadership in mid-2026.
